I do not think we should suggest any change in the

present method of supplying opium consumers in H.K.

having regard to the extremely precarious position in

which the whole industry stands. I think we are ex-

tremely fortunate to get the present farmers to

for the term of another year only, paying the same

rent, and consenting to a considerable reduction in the

maximum quantity they are to import. Our hands will

be tied for the shortest time possible, our revenue

will for the time be maintained, and our window is

nicely dressed by wa reduction in the no. of chests

to be imported.
